Okay here's the first one:

What is a good starting place for cold tire pressures on non-dot Hoosier S80 slicks, 245/40-15, Miata size rwd car, 2300 lbs w/driver, and 200+ hp?

Question #2: 
The car feels pretty balanced with a solid 3/4" front bar and no rear bar when running old, worn RS3's and it leans over pretty far when cornering at the limit.  When switching to Hoosier slicks would larger bars be beneficial even if the springs remain the same?  (I have a hollow 1.125" front bar available and may have a couple of options available for the rear.)

On pressures, give Hoosier customer support a call. They'll point you in the right direction.

I believe i ran them at 35 when i placed 7th in the autocross, and john thomas didnt tell me to change the pressures

Since I ended up leaving for Florida early it looks like I'll be staying with the 3/4" sway bar, unless someone is bringing a welder that I can use to weld some ends on my shortened bar.

I can tell you that if you have the camber to support it, less air pressure is where it's at on Hoosiers.  My NC (-3 camber and 2500 lbs) is happiest at 22 psi front and 20 psi rear.  A7s or RE-71s, it doesn't matter.
