I'm not if it is still the case, but I believe Georgia doesn't issue titles for older cars. The Indiana BMV was one of the states that recognized that. When I took a bill of sale for a race car I bought from GA, I was able to get a title once the local police verified the VIN matched the VIN on the bill of sale. No previous title required.
