I just imagine someone reading this, running outside and panicking as their race car is just sitting behind their towing truck sans-trailer.

Expired 2021 plates, though. Did someone dump the trailer?

Stolen and dumped is my first thought.
Second thought-Berkeley motor racing. They will never find the car in the pond, and the trailer can just sit there until it rots away to nothing.

Seems like a lot of effort to haul a stolen trailer all the way to a race track just to dump it. Surely there was an empty parking lot closer than that?
My guess would be either someone had a problem and couldn't take the trailer with them (such as a mechanical problem on the trailer, or a personal emergency that required leaving directly from the hotel without the opportunity to go pick up the trailer), or someone who has another event there next week and decided it was easier to ask forgiveness than permission about whether or not he could just leave the trailer there until that event.
