For just cleaning threads a thread chaser is the way to go. Lang tools is high quality, made in usa and they manufacture for a lot of the big tool truck names.

I've been very happy with my Mac taps. EvanB Is right as well: A thread chaser is likely what you're after here.
100% in agreement with EvanB. I use the CRAP outta my Lang set (giggity!).
In general, if the threads are buggered enough that running a chaser won't clean them up, you should drill & tap it for an STI (Screw Thread Insert) such as helicoil, keenserts, etc. Running a tap through it really doesn't straighten the threads up as much as cuts them off so you'll have significantly less clamping force before failure than the original thread did.
On the original question, though, almost anything available on MSC is going to be better than the crap that's packaged into the drill & tap set at the local auto parts store. Hertel, Titan, etc. are fine cheap taps. I prefer to use OSG, Emuge, Ghuring, etc. if I'm actually tapping a lot. But I'm a CNC guy, so I may be skewed :)
I invested in a good Irwin set. That seems to hit the sweet spot of quality/price for a hobbyist.
But yes... chaser. Not tap.
You can make it yourself. Take a bolt and file a longitudinal groove in the threads. If it's worse than that and actually needs a tap, time for a threaded insert
I'll second Curtis's recommendation for Irwin and the use of a chaser.
I have also made them before.
I'm actually surprised by how well my $20 harbor freight set has done to clean and cut threads. Used the taps to clean holes and the dies on numerous bolts. So far no issues.
As long as you use some sort of lube (I use wd-40 and then final clean with brake cleaner) you should be fine for cleaning. I did also get an individual Irwin tap and it worked just fine.
