I was just about to replace the rear pads when I noticed that adjuster screw will not move the bore at all what is more when I unscrew the adjuster screw it will not hit the limit (I have new calliper for other side for comparison and there is definite stop in turning adjuster screw each side).

Does it mean that the system is damaged because someone at some stage did just use force on the bore to make it back away.

Or maybe the bore is just sized in the calliper (however the pads do not show any abnormal wear patterns).

If the adjuster mechanism is broken - can I just use force on the bore to move it back and still use it - will only hand break mechanism be affected orr the whole calliper is a risky business now?

It's likely the adjuster mechanism. The part you are turning with the Allen wrench is likely stripped at the other end. It should actually pull out of the caliper. Then grind it a little shorter and try again. You'll understand once you are able to get that part out.
