It would be just as much fun and cheaper in the long run to just throw the 200 bucks out the window on the freeway...also this option gives you less chance of a catastrophic fire as a bonus!

When would one pay $400?

I'm guessing he just appended the first line (bring 200, take car.) onto the ad after his phone remained oddly silent after listing the car at $400.
