Not sure.  Because it's in the States I assume it was probably a GTP or Lights car, but I don't recognize it.  It looks more like a European Spice group C car, but not exactly as the nose is different at the corners, but regs were more open then and people could build their own stuff so maybe.  Here's a couple of Spice cars.  These are SE90C's, although there were 86, 87, 88, and 89 versions too.  If you look at the flat panel with the NACA duct in the side on the pic above, you can see there are fasteners that show it's a flat cover with a small NACA duct covering a larger opening that looks a similar shape to below.  Also look at the center of the nose and the various intakes behind and above the driver.

I know its compressed because of the angle, but, wowzers, look at the wing incidence.

There's a reason BUFFs fly with their ass in the air.  They have something like -8d angle of incidence instead of +2d or +3d.  I'm sure there are multiple reasons that design decision was made, but it definitely makes 'em look weird at low altitude.
