My immediate reaction was to be amazed by how horrible that design is but assuming the front of the car is to the right, it's actually not too ridiculous as the NASA scoop won't see any flow while at 6 o'clock, cross flow while at 3 and 9 o'clock so the shape hardly matters and flow that's 2X velocity at 12 o'clock when the scoop is in position to efficiently draw air in.
In reality, the flow will be too turbulent for the scoop to acheive much of its efficiency advantage but the design probably isn't worse than the alternatives.

I was trying to wrap my head around why, plenty of wheels have more coverage and less air flow but I figured it's Zagato so it's not why - it's why not?

There is no way to know what the part out of the frame looks like- they may have an exit up there.
