I know you said steel but 14" Miata alloys should bolt right on. I suggest these because in the Miata circles the 14" factory alloys are seen as "plain Jane" with everyone wanting to go to 15" for more wheel choice but also the ability to get a wider wheel. The factory 14" were rather narrow by modern standards at 5.5" or 6". But, a narrow wheel is great for snows.
The Miatas did offer a steel wheel but the alloys were more popular. So popular and so often discarded that Miata alloys should be just as cheap as steels.
Car-part.com says that this place: http://www.generalautosalvage.com/ has these four 14"ers from a 1999 for $50 each. If I were interested in 4 I would call them and offer $150.
This should be the type of JY who then would have the parts pulled and waiting for you at the counter to pick up.
Actually, doesn't the Mazda2 come from the factory with 15" wheels?
Will 14" wheels clear the front brake rotors?

Yes. They will. Not the biggest brakes in the world. It's been done by a number of folks. And it's considered an option elsewhere but the US if I recall correctly.
