A sazall with a 10 inch by metal blade works great for cleaning out rust and what not from the inside of a receiver hitch. Just use it to scrub the sides, top and bottom. Mine was so rusted that the hitch did not want to go into the receiver. A bit of scrubbing with the sazall and it cleaned up great.
