looks like snowy/salted boots were the culprit. Strange that the exterior is so clean though.

Depending on if the rockers have enough meat to weld to that doesn't look like that bad of a repair. Especially if all the mechanicals are working well.

The truck with those wheels is freakin sexy. To drive that to the beach you'd have to look like Uncle Rico from Napoleon Dynamite.
