I will admit that I don't do fantasy leagues and don't know how they work, but I think the idea is to build your dream team in an imaginary world. So I am building challenge entries in the same way: searching Craigslist and FB marketplace for what I would do if I had $2021 cash and had to get a car ready in time. Feel free to enter as often as you'd like, the prize money is as imaginary as the builds.

Today I found this:

4CYL car swapped with a low-mileage 5.0 and a 4-speed. Runs and drives, started bodywork, but did not finish. $2500 asking price. Assuming I could talk him down to $2021, I could bring the car home. (His wife wants it out of the driveway bad). That doesn't leave much in the budget, but since I am stripping out whatever I can to lose weight, I am able to sell off the seats and some interior trim for $300. Seller states that they have all the parts to finish the project, so I am able to sell off a few of those for another $200. (who needs wipers?) That gives me just enough to buy some used tires off a friend and some red primer to finish off the "paint" work. I donate some HF trailer lights for the back and lucky for me, the seller included new brake pads. After a tune and some wiring work, the car purrs like a kitten. Tow her to FL and enjoy.

Tires & brake pads are excluded from the budget, so have the seller drop another ~$15 off the documented purchase price for the car & buy the brake pads as a separate transaction.

Fatal mistake is you will still be $21 over budget. It's an even $2k now. This used to be one of Lil Stampie's favorite bedtime stories. We would reach choose a CL car and mental build them then I would point out the pros and cons of each.
