Can I use my Speedperks for free parts challenge legal?

Hi all - can I use my advance auto parts speed perks for free parts and still be challenge legal?

I remember this coming up before and IIRC it was decided no because you had to spend money to get them or something like that.

Same concept as me using my credit card points on Amazon to get "free" speed parts.
