We picked up some vinyl "scraps" that a sign shop was going to throw away. How do I document it's value since it wasn't lying by their dumpster?

Did you have any relationship with the shop? If it was any sort of deal you could get because you knew them you have to FMV it.
If not, post up some pics, ask for people to agree to a price of $0.

With some exceptions, if it goes on the car you need to record the value.
Please approve a $0 for this vinyl I picked up from a sign shop. Pics attached.
I have no relation to this company; in fact, I got my #'s from a different company. I just called at random and asked. We're planning to use this. We just picked up as much as they had and whatever color.

Can you unroll it and toss a tape measure down so we can see a rough idea of square footage?
+1 for $0.00. if you called them looking for scraps they were going to throw away and they said "sure, come on down," that's the same in my book as pulling them from the dumpster.
I don't know that I would say that it's value is $0 but you went to a store and left without paying for it or without stealing it. Document what you did on a piece of paper with the name of where you got it and move on.
