I am doing an even swap for a current mustang challenge car for a s10. We are only swapping the chassis's and keeping all of our drivetrains. Both of the cars given free previously, one on grassroots and one on facebook. Would you just budget on the swap side due to being free?

I don't think this is that complicated.
If both builds are documented and challenge legal as Free cars, just list both chassis on your budget. There does not need to be a trade.
If both cars are showing up as challenge cars they both can have both "free" cars documented as Free and just state that one build used the chassis from the one free car and the drivetrain from the other.
My Build had 3 cars in it's budget, a 1996 Impreza, a 2002 Outback, and a 1968 Subaru 360. Only 1 car showed up but parts from all 3 were on the car. This would be no different. List both Free cars and use what you need from both.
Now if one car is not challenge free it gets complicated and the trade rules would come into play, where you would have to assess FMV to the Mustang Chassis to get the S10 Chassis into your budget.

If Toot just followed the rules and documented as they requested it's just as easy. Chassis A is documented free. Chassis B is documented free. Trade them at their documented "purchased value". No questions about why an unrelated chassis is on the budget sheet. It's a slippery slope when stuff isn't documented because "it really doesn't matter". Undocumented is what leads to Challenge Math.
