He is getting a "parts lot" for the cost of shipping and asking if fmv can be that cost.
Personally, I'll cool with the cost of shipping because it's not "free".

i think the difference is that someone offered it to him, he didn't ask for it. so perhaps just barely on the "not an insider deal" side of the fence.
would be cleaner if the owner of the clutch had posted "free plus shipping" on the forum and the OP claimed it from there, but i'm still OK with it as presented. FWIW.

I don't think so! I was merely asking if it needed to be specifically FMV'd to make sure it was kosher with the rules. The value is probably about 0.00$ unless it is a triple or something exotic.
I have no skin in the challenge game currently but I have offered parts for the cost of shipping before. I typically post in the build thread, "Hey so-and-so, I have this part you can have for shipping or really, really cheap." to just be transparent. I think you're fine at the cost of shipping though.
If I offer someone a part for free in person or for shipping cost I damn well expect $0 or shipping price to be their budget number
