The engine is nice. Quad cam 4.0! It's a great highway cruiser. The suspension requires new front control arms every 60-80k. If it has the automatic rear suspension, replace the hydraulic dampers or "bombs" if it is too hard. The shocks leak internally due to failed o-rings and it driven by the power steering pump and requires special fluid.
Lots of info online to fix the various failure points. If the HVAC panel doesn't work, you're in for a bunch of work.

Long story short: the price is nothing special. For what a poorly-maintained 7-series costs to keep running in deferred maintenance alone, you could buy a nice one and come out ahead five grand or so.
Somewhat rusted, dented and clearly hit on the nose E38 with possible Nicasil issue and probably dead transmission after unknown number of miles? Check.
$1,100 in his dreams. He might get an offer of a cat or two, but I'm sure those cats will have have severe character issues (take it back, they all have severe character issues). I'd look at scrap value of the steel. For comparison, I did pick up an '88 E32 735i with a manual transmission 10 years ago for $1,200 from a local racer and it was a very decent car at 147K miles. Unlike this bucket.
Chip in an extra $350 bucks for 4 more cylinders (this has been up a week already and has come down from 1900 - not like I'm watching or anything):
