Kind of. It's hard to tell in the pics, but it does look like it has sealed bean headlights, which were '85 and '86 Golf only, and only on the base models. The GTI and Wolfsburg Ed. got the aero lights. This car does have the small bar aero light grille though, so it could be that the headlights are messed up and pushed back, since the adjusters broke constantly. So If those are sealed beam lights, it's an '85-'86. If the grille is correct than it's '85-'87. It also has a GTI front bumper cover (or at least the red trim strip), so who knows what has been done to it.

Are those really that cheap there? They sell for $4k in Cali if they are registered and running.
