I'm suddenly reminded of a guy who bought a huge house in North St Louis for $8,000xx. All he had to do was clean up the brain matter from the last occupant who was executed.
Which car has the brain matter?
well, they're worth about $500 each in scrap. i gather a vehicle recycler is going to bid the most.
you would think since they were seized legally they would at least provide you with a piece of paper so you could get a title. one would think they would sell for more if a title could be obtained.

you extremely overestimate the brain trust of anything to do with the DC local government.

This. It would even be difficult to scrap those around here considering they don't have titles.
I think this would tow several of them http://www.govdeals.com/index.cfm?fa=Main.Item&itemid=332&acctid=853
