Hate to say it but you'd make more parting it out. The District only does emissions but I doubt the demographic that would buy lives in the city proper myself aside and I'm hopefully going to put $1k on a credit card(s) Friday depending on what my check looks like. Another advantage of parting it out is my neglected one will be more rare in ten years or twenty. 
You’re probably right, but I don’t want to deal with that - and maybe somebody wanting to get into the challenge or RallyX on a budget will give it a good home.

closest major airport is either Reagan National (DCA) or Dulles (IAD)
