Fire Extinguisher?
As a car coming out of storage for 24 years (am I reading that right?) I wouldn't try to drive it anywhere.
If it were currently running and driving? I'd be flying out there ASAP and fully expect it to make it back to Philly. It'd also be much more than $1500 in that case :-/
It's also got a fair amount of rust repairs made and painted over, when you start looking closer. Proceed with caution.
Every piece of rubber is shot. I mean brake lines, fuel lines, vacuum lines, etc. Cooling system will need a thorough go over. Fuel tank will net refreshing or replacement. Electrics will be much more suspect than Alfa normal. And on and on. Would be fun when done, though!
