Stamping on wheel is: Japan Type F1 light forged wheels.
Any information on these wheels would be appreciated. Attempted to google, but found nothing worth knowing. Interested in quality and used value.

You seriously need to post a photo. Host it on Imageshack or Dropbox or whatever and show us what you're talking about.
15x6.5 4x100 is a very common size. Looks like around $300 each new. On the used market you may get $300 to $400 for a set of four (4) depending on condition.
If you have it in Dropbox, put it in your Public folder, then "Get Public Link" by right-clicking on your computer.

These are the wheels in question. The owner says they were on a 90 Civic he purchased. All he knows about them.

Problem is that there's eleventy billion knockoffs of those wheels.
Originally a Volk design. Konig Heliums are probably the most famous knockoffs. I wouldn't have been surprised if they were actually Konigs. Konig is rather famous for leaving some of the jdm texts on their knockoffs. Rota Circuit 8 is another.

Mndsm knows more about wheels than i do, i just have a keen grasp of The Googles.
I just horde FD RX7 wheels.
I wouldn't necessarily shy away from them, but they wouldn't be something to brag about.
They're probably light, and look good on a Civic or Miata. I'd say $300 for the set wouldn't be unreasonable.
Great points there sir. Use the Tirerack site app to show the wheels on your ride to see what they look like. By design they are one of the lighter wheels but that doesn't mean they will look nice on your intended vehicle.
