hotwire to the nearest (+) point of the wire to the pump itself to check if its actually the pump.

Hit the tank with a mallet while an asistant turns the key ON. If the pump runs, then you just loosened up the crud that jammed it. (I am assuming that this is an in-tank pump.) If this works, it might buy you enough time for a shakedown cruise. The sock filter on the pump probably failed allowing all the good stuff in the bottom of the tank to be picked up by the pump.

For me, it was mostly knee jerk. Any time there is fuel issue in a honda product, I check main relay. Its that common.

Because sometimes new cheap stuff craps out quickly. I mentioned the hotwire since it's easy and should have completely ruled out the pump failing.

Power steering pump just sort of sitting there
Battery jump pack just sort of sitting there clamped to the cables
I drove it before. It drives like an Accord. I'll bet it's a tiny bit faster now though.

If I recall the description of the first drive, it seemed to drive more like an MG than an Accord.
Since Brit cars are really more like parts traveling in close formation, it sounds like you have one in the garage right now.
A/C compressor is on (though I think the PO was missing a bolt) and the PS is on. I put in a battery. Now all that needs to be done is to clean it, add some form of air intake, and do an oil change.
I also made a very stupid error in the driveway. The good news is the Honda is fine. We won't talk about the bad news.
So based on a stupid thing which I am 100% accountable for, $300 is leaving my pocket this month or next which was unplanned for. The Accord starts every time on the first crank, and I did some basic cleaning with some purple power and a hose last night, and it's a bit better and cleaner.
I still need to figure out the intake, because the stock stuff isn't worth putting back in. I can also mess around with the exhaust a bit, but that's just playing around as it's all there and bolted together. I'll probably do a compression test on it this week to make sure the rings are all happy, then an oil change, and let it sit for a month until I can afford to get it registered and insured.
