I think the rules say either a production body or a production frame.
But here’s my opinion. If you can mount a production body on that, while keeping it under the $2019 limit.
That is assuming you made that, not something you just got a good deal on.

Put a Subaru Justy or Chevy Corvair body over top and you'll meet the "production vehicle" requirement.
If you're talking about building something similar, on the cheap... For as similar as possible but maximum cheapness:
Use a B5 Passat FWD transaxle. Adapter plate to a 4.8/5.3 truck motor. Motorcycle shocks. Skip heim joints and use some home-made delrin bushings. Roll cage tubing gets pricey, fast. ERW is quite a bit cheaper than DOM. $2019 would be quite a challenge - you should give it a shot. Might be worth a note to the organizers to see if it's something they'd entertain in exhibition.

Um, the Passat transaxle is an Audi 016/01E as used in the various Audi coupes and sedans and the 924S/944 ( the latter may not be as good candidates since the bellhousing aren’t setup for a clutch and they have an extra hole opened up to pass the shift linkage through).
Kennedy Engineering and other make LSx, BMW V8/V12, Toyota 1UZ, etc adapters for those transaxles. Audi V8s are nearly a bolt up solution.
