Are all the cats present in the exhaust? If so, I would think that a stock tune should be able to pass emissions, even with a mild cam. At least in CT, emissions consists of making sure all of the equipment is present via a visual (which doesn't even happen most of the time), and they plug it in to ensure the monitors are ready and there is no CEL. Tunes that shut off the rear O2s, as an example, are a no-no and will make you fail.

If by some miracle it doesn't, it can run like poo.  I did a Camaro with a Summit catalog thrown at it that felt like about 200hp until I fixed the MAF transfer table and the VE tables.

I'm hoping the cam is mild enough that the stock ECU can adjust.  Not expecting it to run amazing, but if he can get the readiness monitors to say they're OK and get it through emissions, then he can get it registered.  Although I did forget the part about GM's taking forever to set all the monitors.

Can you get a new tune that will work with the cam, not set a CEL, and get through emissions?  I know of many tuned cars that pass emissions here in CT, the biggest factor is having all the cats that the car came with, and ensuring the tune doesn't disable any monitors (because that will result in a fail).  After that, as long as you're not setting of a CEL, you're good.  I would imagine NY's laws are likely pretty similar, as both states are notoriously tough on emissions.

I have HAD to tune stock computers to keep them FROM setting codes because of EO'd aftermarket parts.  Like an air intake snorkus that caused the computer to misread the MAF by roughly 30% across the board.  Fixed that and all was golden.  

I worked on a Firebird smelled heavily of LPE.  Twin turbo 421ci engine, stock computer, even 1 bar MAP sensor like stock!  The car was California emissions legal, none of the emissions equipment was removed.  1000hp and kept California happy in the mid 00s.

A friends has a c6z with a mild cam and a tune and it passed ca smog fine.   Then they started checking ecu's for tunes and he just put the stock tune back on. 
 

it was a 15 minute drive (doing some specific things)  to set the monitors (all except evap which is ok to still pass smog without it) and it passed fine.  It had a pending code that is normal with aftermarket cams but other than that it was fine.  
 

and if it won't pass with your cam just put it back to stock!   Do it in a day or a lazy weekend and you'll be fine

Why stop at LS when you could have a jag v12 that revs to 8300 rpms?

A vintage Ford owner like you can't  have a Z06, sorry. 

Seriously, though, I hope you can get it sorted out, Wally. There are more than a few ways to pass an OBDII.

I've never had a shop visually check for anything missing so I don't have to worry about that.  This is going to sound stupid but I'm pretty sure the cats are still there.  I never had a CEL and assumed they'd be there.  As for swapping the cam every year for inspection, I'm not going to do that. That's more time than I want to invest in a toy every year. I'm going to wait for the tuner to see if he can do anything with it, and if he can't probably sell it to someone that doesn't have to worry about inspections.

I ahve only driven a stock C5 Z06 and a Z51 C6. They were plenty fast and fun stock. 

I would swap the cam for a stock one once ... keep it stock and enjoy it. 

Regardless, unless the cam is extremely agressive with a lot of overlap, it should not keep you from passing.

Looking for ways around this.  Here's one:https://www.dec.ny.gov/chemical/8391.html#Waivers.  I'll keep searching.  I think a reputable tuner can get you on track.  There has to be someone out there on the Island.  Maybe Brooklyn, there's enough hot rodding going on there still, I think.

Last week was another round of good news bad news.  The tuner was able to make it pass.  It wasn't throwing a code but it was running rich so we replaced the airflow meter and o2 sensors and it's running better too.  Of course after running fine for me it threw a CEL last Sunday but it went out before I could get a code reader on it and there are no codes saved.  The low beam headlights also quit on me.  I haven't had a chance to look yet but I'm assuming there's another pricey module I'll get to replace as it's odd both bulbs would intermittently fail at the same times.

Could be a relay going bad. But in a fiberglass car, I'd be checking, and maybe adding, grounds.

The low beams work about 90% of the time, which is better than pretty much anything else in my life is running right now so I have left them alone.  When they don't work the driving lights are usually sufficient or I use the high beams.  It's been my DD since memorial day as I hit a deer with the Buick and the Jeep is overdue for brake and an inspection but work has kept me busy and I needed to fix my well pump and clear some trees before I get to it.

As frustrating as all the little bits that need work are, it's far better at doing most normal car things than it should be.  I generally take the train to work two days a week and drive the other three.  it sits happily in rush hour traffic, cruises mostly comfortably the rest of the time, and always reminds you that it could kill you at some point.  It's even reasonably efficient averaging mid 20s as long as I behave.  There's a list of little issues I need to tackle on it, but It's an amazing car for being somewhat affordable. It is well overdue for a wash since it rains almost every day now and it's bug season.  I'll get to it eventually but right now I kind of enjoy how much a filthy Corvette angers a few people around here.  Someone from a local club followed me into Home Depot the other night to tell me I didn't deserve the car if I was going to use it like this. I hope he stuck around to see me fill the trunk with charcoal and plumbing supplies.
