A bunch of years ago, I worked on a much nicer steel tugboat that was converted into a houseboat. It's a cool idea. Lots of fuel though.
Look into the longboats on the Thames in England. Lots of cool housing built onto hulls that are about the size of a single wide mobile home but much cooler. Most of those aren't really meant to be moved anymore though.

That's the only way in hell I'd live on a boat, I can't handle the motion-sickness at all.
The trouble with tugboat conversions is that buying and converting the boat is often much cheaper than keeping it afloat.
