I thought for sure The Hive would have diagnosed the problem with the engine by now!! ;0)
"Engine has an un-diagnosed issue > Starts and Runs, but cannot be driven long distances* - it should be towed, or I can deliver within our metro area for a small fee."
15K for a 914 that needs to be towed? And 72 was a 1.7 the best stock motor was a 2.0
My bet is he never had the fuel tank cleaned out and it is full of crap blocking sufficient flow.
And 73-74 are the prime years, 72 was the last year of the dreaded tailshifter. Any bumperettes pre 75 could be unbolted.
914s are over priced now. Having owned one, I'd do 5k on a 1.7. No more. So many better options for 15k

Not hard. Plenty of VW engine mods available. It's a VW type IV. Yeah, I know the head is different, Yada, Yada, it's a VW. The entire car is a VW.
My first thought was the air flaps / thermostat bellows are bad causing high temps. Also vapor lock on early cars.

The entire FI system will need a sort. People neglected them badly. This was a $1500 car a few year ago.

Easy but that doesn't get a longer stroke which makes a difference. Also the 1.7 heads don't flow as much as the 2.0 but everyone did the big bore upgrade because the 1.7 sucked so bad.
