I've never looked over it too closely but it doesn't seem to be.
I thought SN95s aren’t as prone to rust as early fox bodies.
To me, this screams buy it, and get an interior from a junkyard and run in the Gastropod class.

They aren't, but they still used to lose the floors near the lower control arm mounts, and the chassis rails over the front crossmember. Usually convertibles rusted faster because the tops generally leak.
If it survives rallycross without falling apart after three runs then it isn't rusty. Plus they don't really salt the roads much in Columbus so things last a lot longer.

I believe the suspension is all stock, just a lot of weight gone.
