Since they top out at 50mph you can drive it anywhere. In fact, there wasn't a place I couldn't drive mine at all.

Since most of my driving is either on interstates or congested cities, I think it would be unwise. 
12k is a good price. They weren't much cheaper when they first started coming to our shores. Maybe 8-10k.
