The Trihawk 304 was FWD using a Citroen air-cooled flat-4, IDK if there are any others (edit to add link to a PDF of 1982 R&T article on the Trihawk).

Either the frame or body need to be from a production four wheel vehicle. So yes a Mercury Grand Marquis frame with a Bradley GT body on top counts. Not sure if the rules allow you to drop to 3 wheels.
So if you see a cheap go cart, I have a triumph frame I'm willing to sacrifice.
