I've no clue what it take to make the suspension competitive. Powertrain? I've got options for enough power to not overdo the suspension, for next to zero budget.
We could have it at the challenge for half budget - to compete against the record of slowest car (I threw the tease of my free running SBC out - but full disclosure it's a 305

I would argue that subframes aren't "production frame rails or equivalent unibody structures". I would be looking for a floor pan with rockers and other structures that make it capable of holding together a car.
