High miles, rough body, doesn't run. BUT IT'S A $1600 TURBO E90! Go buy it before I do!

Seriously, the transmission alone has to be worth close to the asking price. I really need more space for cars like this...

It looks like they ran down a pedestrian, which being Tampa, wouldn't surprise me at all.

Any armchair guesses why it doesn't turn over?

Ludicrously eclectically sensitive cars it's behaving as they tend to do with a weak battery. A running N54 without dress and yes dress is turbos in this case is worth at least $1000, turbos bring a few hundred, gearbox isn't that valuable they just dont break often enough for a market, etc. You could pretty likely have an operable huge power drivetrain for very little money out of this car. Or put a battery in it, do bolt ons, sell the interior, and come party  

335i twin turbo “kart” for the challenge? Looks like LOTS of good stuff to sell off and strip out. How light could it get and how much power could it make?

My 335 pretty routinely makes 400/470 with low ethanol concentrations (E40ish) with simple bolt ons assuming this car is stock you could cut the downpipes at the flanges and make your own 3.5" catless setup,  change the air box, buy an Ebay charge pipe ($100 or so) cram in as much intercooler as you can find, add a walbro 450, and flash via MHD. If you didnt have to work within the stock body work or pay BMW tax you could easily get to the same numbers as my car for under $500 

I keep thinking this would be the perfect donor to turbo manual swap a wagon of the same generation. 400hp manual wagon hnnng
