This guy runs a catering business near my work (delicious food) and I’ve chatted with him, he’s super chill and just looking to get cash to jump on an opportunity to advance his business. State title does not mean it is federally legal.

Not my car, not my problem. He's been driving it around for a while and as far as I know hasn't had issues. Guess that's just something to take into account if you were a prospective buyer.

On the other hand, you, yes you could own your own 100% street legal R34 for about $2k as pictured here:

The only way that's federally legal is if it is one of the Motorex cars. Problem here is that those were only GT-R's and they carry a serious premium.

I'm no expert, but it certainly looks like an r34 to me...

Yea you're right it appears to be an R34. Different sized rear lights and the trunk line gives it away.
The 4 door variants are weird. The 2 door ones have a pseudo rear boxflare. Apparently the 4 doors, or at least some variants, don't. That raises even more questions about how and why it's here.
