That looks seriously quick if set up well. I wonder how close to minimum weight it is and who runs these. An outgrowth of North East 3/4 midget racing.
I have no idea if this would be a good hill climb car, but that's the first thing that came to mind when I opened up this thread.
It looks like the right side suspension mounting points are "bolt-on". It should be pretty easy to fab up new arms to better square-up the chassis and corner weight the car.

I'd say that depends on the hill!
In general, it's interesting to me that ALL racecars that lap a track aren't biased to one turn direction over the other. Even road courses will be predominantly one direction over the other.
For challenge budget purposes, weld your diff and get two different height wheels. After the track is laid out, identify the predominant direction and put the larger tire on the outside.
