I believe it's a hovercraft without the skirts, or really anything else you need to make it work.

Absolutely correct. And I'm broke. And I'd still drop $150 on that. Might be why I'm broke...
It's just missing a few things ...like skirts, the fan and motor.

For what it's worth I've piloted one of those and the experience was, I don't know, interesting and mildly entertaining. If offered the opportunity again I'd take it but I wouldn't go out of my way to do it. I certainly wouldn't build one from the shell.
