Relative to non-hybrids, yes, but the highway improvement is still significant. At highway speeds aero becomes a huge deal, and most hybrids are designed with aero in mind so there's still a big delta vs. non-hybrids (50mpg vs. 35mpg highway vs. 50mpg vs. 25mpg city). ecomodder.com has a bunch of stuff related to getting the most out of any car (mpg wise), and a boat tail is probably the best mod in terms of highway mpg improvement. I've only done the wheel covers, lower grill block, and the rear wiper delete on my prius. Thinking about the mirror delete as well but it's a bit more time consuming...
