My Dad is now in an assisted living environment, so my Mom asked me to clear out a bunch of my Dad's stuff from the garage.  I'm trying to figure out what this thing is.  My guess is that it somehow goes with the radial arm saw.  Any ideas?

I think it's a fence for the radial arm saw. Holds the wood down and against the fence.

If not a radial arm saw, I'm thinking its for a router table or shaper to hold the long pieces usually dealt with on those tools.

My first thought was a router attachment, too.

Router or shaper table fence. The fingers hold the wood down to the table and against the fence.

I have a couple Radial Arm Saws, You can use shaper hold downs like that if you're using a shaper head on the RAS but those things are big time scary.

Thanks guys.  I was thinking some sort of clamp, but not a fence.  That makes sense.
