So, it looks to me like there is a $7500 Federal tax credit.
As a GA resident, it looks like there is also:

A $10,000 cash rebate from GA Power
-
2 years of complimentary public charging
-
A tax credit of 10% of the charging equipment
-
Reduced charging rate from GA Power
-
$250 rebate from GA Power for installing an EVSE
-
Unlimited use of HOV lane
Can all those things be stacked and all applied? What are the catches?
It looks like they are taking a $30,000 vehicle and pushing the price down beow $12K. Am I missing something?
Yes they can all be stacked. Complimentary charging is nice... if there's an eligible L2 charger within walking distance of your home or work, or if there is an eligible L3 fast charger within a reasonable driving distance. Note that the Alternative Fuel license plate required to use the HOV lane costs an extra $200 per year.

This is a hell of a deal on a new Leaf... but the Leaf is old tech and is due for replacement soon. EVs like the current Leaf have worked out well for my family (we've had 3 EVs so far) but YMMV.

You can find CPO Leafs all day long for well under $12k. I do feel like they will get even cheaper when the new Leaf comes out.

You can if you're an AEP customer. They're offering the same $10k rebate through September I think. I can't find any leafs in stock locally because of the promotion.
If I was paying for power from Georgia power, I am not sure I would be a huge fan of that rebate. That's insanely large.

It makes sense if you think about it. Electricity consumption in most areas has been flat or trending downward as homes become more energy efficient and power comes more from wind and solar.
The transition to EVs is the first big development to increase power consumption in quite some time. I'm honestly surprised utilities aren't pushing EVs harder.
Yes, you can stack them all, at least you could in Florida when FPL had a $10k rebate. It's one of the reasons they depreciate so fast.

Doubtful, they would be happy just to move a leaf at real invoice + 50$.
Yeah, I got offered an SL for $17k out the door before any negotiations.
