If it leads to more air flowing over the brakes, it's going to make at least some difference. It's probably not optimal though.
Ideally air should be directed to the center of the rotor where it will be pumped through the rotor.
A second hose should cool the caliper.
Yeah that setup is doing little to nothing. Getting air to the center of the rotor via the backing plate is very important. That guy could perhaps put a scoop on his backing plate that meets with the hole where the air comes out when driving straight.
Here's a trick you can do to save a good bit of money on high-temp hose at the expense of some cooling power, that involves leaving a small air gap so that you can use cheap pool hose:
The 2014-15 Z28 brake cooling duct dumps air into the wheel well, they don't go to the rotor. It helps with brake cooling, but it would be even better to direct it to the center of the rotor like others stated.

+1, my E36 M3 (RIP) had this, they have openings next to the fogs where there are plastic ducts that run through into the plastic wheel liners. I think even the 325/328 variants had this set up as well. I've seen quite a few examples of this I want to say as of late even in some fairly pedestrian newer cars.
