IIRC the cable works as the dongle. Like HP Tuners.

If you were closer I'd just let you borrow mine, but you would still need the proper purchased "credits" for that VIN I think. ECUTEK makes some big bucks on this stuff where OFT is wide open.

I have no idea. My previous NC and my BRZ I used the OFT for both. 

I also asked about using E85, he said pump can handle it, but it needs upgraded injectors even for NA, 5-8 hp gain. So I won't mess with that anytime soon.

Here's my current understanding of ECUTEK software for tuning.

Cable and Dongle are required.

Once you have those, you will need a License with enough credits for your application. Some require more credit than others, and I couldn't begin to speculate why.

Those credits are tied to the VIN once you use the Dongle on the first flash. You can flash that ECU as many times as you like after that when using the Dongle. You can use any tune supported by ECUTEK software at any point, so you aren't tied to a specific tuner.
