I'm not 100% about the Equinox or the Toyotas, but if you grabbed the rack from a VUE, you'd be doing a MANUAL conversion. The electrics are all in the column, the rack is just a manual rack with a power-like ratio.
Yes, you can run a VUE column stand alone.

In the case of the power being on the column, I'll take both the column and the rack.
The power part is separate from the column. Its a stand alone part. I am doing the conversion on my truck since the engine is in the back and I dont want to run lines to the front, plus the rack I have is a close ratio.
I have done a couple of these conversions and if you plan on autocrossing or doing any type of driving that really saws at the wheel it will over heat the unit.
Look into the Toyota unit. When you wire it up youdont need a controller like with the Vue. It goes into failsafe mode and is perfect where the Vue needs a controller. The ones on ebay from http://www.epowersteering.com/ work fine and the bigger kit they offer relocates the module from the unit it self.
