When I first saw the ad my first reaction was to buy it for my grandson and fix it up. Then I read the text, so I figured I'd see if this group can help him out.
Seems like there are a lot of examples of almost this car online. Those bulges on the side between the wheels really set it apart from everything else
It's not motorized, it's a pedal cart. We had a couple of examples of that "drivetrain" around when I was a kid. Worked like a steam engine in that you had a bent shaft in front and a bent shaft in the rear with a rod between them. No chain to pinch fingers. You did have to get some momentum to get in moving, but it worked.
Edit: at least the red one is, and I would assume the rusty one was origionally as well.

Says that there was some sort of electric motor in the back. Didn't look like there were any pedals or way to transfer power either.
I is certainly styled after the Ferrari Squalo. The pedal version shown shares some construction details with the Giordani Indianapolis that I have owned since new in 1958. Not all details though. Ferrari Squalo is also 4 years earlier than the Maserati that my car was clearly modeled after. Photo is mine when new, it had a strong "push" due to solid rear axle. Giordanis were pedal only to my imperfect knowledge. Would have been easy to electrify.
