I'll bet that having it truck shipped to Missouri will run about $500 but that doesn't have to count against the budget.
You could try visiting your local police department with your intentions - do they have a high mileage extra used up P71 Crown Vic to sell cheap or donate? Donate would equal fair market value, which on these isn't very high. The local police dept involvement in such a project, helps break down the barrier between the kids and the police.

Actually it'd be cool of a local wheel place had some take offs to show the students the difference in performance of the vehicle with different wheel and tire packages on it. Is there a place nearby where you could do instrumented 0-60 runs?

I think, unless something awesome comes along for almost free, I'll chase down the fox body Mustang donation car, then maybe I'll try TIGMOTORSPORTS' idea and try to get a cop car donated, too. If successful, I could let the kids swap the P71 engine and transmission into the fox-body Mustang FTW!

Didn't see a reply to the email I sent Sunday but I have a $500 Datsun 240Z your students might be interested in. I was going to use it as a parts car or future challenge car but this might be a better use. Floors are rusty and it has no title. If you want pictures let me know.

High Schoolers CAN compete!
I have brought teams of varying High School age involvement. Our first one was probably the best representation- $2004 Challenge we placed 13th overall (out of 76 entries, IIRC) in a car completely built by High Schoolers!

Others stated sbc or sbf and though I agree, if I remember correctly, that '02 Infiniti Q45 offered above for $50 has a running engine/trans. A 340hp stock engine!
It has vandalism/cosmetic damage but I think it runs.
Nobody expects Infiniti power under the hood of a 928 but I think it would be awesome.
I personally have no idea if this Infiniti/Porsche combo can work but it sure would be cool.

So here's the question, what is a neglected to the point that it's free 928 worth in challenge budget?
A free 928 sounds like the fastest way to tear through $2016 with something that will struggle to move under it's own power
