I think the Jet Turbine powered turbo is actually doable in a $2000 challenge budget.

You only need a relatively small jet turbine, and could even build it into the exhaust side of the turbo if you got really creative. A homebrew version of Subaru's "rocket" antilag system from some of the older WRC cars comes to mind.

You can shaft drive your intake turbine off the same shaft, or use a second turbo and feed the jet exhaust right through that.
I will contribute money toward a fund to see someone do this for the challenge.

A propane tank and a home made pulse-jet seems like a perfectly safe, logical and especially quiet (sarcasm emoji) way to make this happen.
