I have been hooning the hell out of this. It is fun as hell.
Hell GTO's are getting under that umbrella. They are heavy and you can't fit much tire under them, but the skinny tires and long wheelbase make them super easy to slide around, and they sound with awesome with some Flowmasters.
But I vote 4th gen Camaro.
Cheap and hoonable? 70s or 80s midsized rwd 4door (cheaper than a comparable 2 door with the same potential). Stuff in the best v-8 you can build/buy.

Do minivans have enough obnoxious and ugly to qualify? They gotta trump Mustangs and most others on these aspects alone? If so how about a first or maybe even second gen Mopar mini? Most can be had for near pocket change and are pretty light compared to the later ones. I've seen a few bodies bolted to 4x4 truck frames which shows a body swap can be done. Find a cheap small 2wd pick-up frame, add a healthy v8, merge it all GRM style and there ya go.
Plus if you ever need to carry more than one passenger or haul some tools, gear, etc, you actually have the room to do so.
Chevy or GMC short be stepside pickups are a good starting point, although they are starting to creep up in price.
Plenty of option for fitting engines, trans, tires, and exhaust. Not to mention good ground clearance and steel bumpers for hooning sessions that go off road unexpectedly.

Actually the Seville 472/500 swap ain't easy. I only know of one successful one. Easier to go the Olds route and build the biggest one you can afford.

As someone who started drag racing them 11 years ago i want to know what the chassis fix is? Unless your that hung up on subframe connectors and adjustable control arms?
There popular in the drag racing world because there light and the suspension works.

Yes. Sub frame connectors or cages become mandatory when you start making decent power or they'll twist themselves apart.
They have weak sauce chassis.

You want something to slide around with and be ugly? I say boxy S10 with a v8. You want to hoon and be ugly and sexy at the same time? I have a 65 mustang that could be had for well under budget.
