I have an inside line on a 1996 Legacy flat top wagon with a dead 2.2 engine and 144k original miles and "Southern Car" minimal rust. The owner has no idea why the engine died, and I've not looked at it much, but it isn't locked. I'm guessing the timing belt. A quick search confirmed it's a non-interference engine.
I'm seriously considering buying this, even though I don't need it. I can probably get it for $400 fix and flip for $1500-$2000. I think I have a problem, but an estimated $500 or so in profit is tempting.

I'd agree with your diagnosis and heartily recommend it's purchase for the flip.
Crank could be damaged a bit if it failed due to crank pulley wobble, but I think there is a hack fix for that involving some loctite product.
The apartment is telling him he needs to get it out of the lot soon.
I may wind up picking this up for $100.
Do it. Worst case you make scrap metal profit. Best case is cash in the envelope class.
You can't lose!
You can always sell it to one of us poor souls up here in the Rustbelt.

Buy it for $100, hack the cats off in 20 mins, post it on CL for $500 and take whatever the first offer is.
Lot less work, similar profit and you might own the car less than 48 hours
