Can anyone explain to me why the last of the Crown Vics only had a 1500lb tow rating but the earlier ones had a 5000lb tow rating?

If I had to make a one word guess it would be lawyers. For example, in Europe, BMW rates most of their passenger cars to tow around 2,000kg. But in the US, it's "not recommended" unless you pony up for one of their "SAVs", "SACs" or whatever else the laptop department is now calling their soft-readers. Entirely coincidentaly most car manufacturers drastically lowered the tow ratings of their cars when they started selling SUVs. Most car manufufacturers don't even publish tow ratings for cars anymore!

This.
We towed with a 98 for a few years. We really should have put a trans cooler on there, but realistically it will do fine for MOST towing.

Or buy a Police Interceptor, throw on a hitch and wiring harness and call it a day.
My dad's been doing it since 1987 with the last 3 generations of P71.
I've towed two trailers with my P71 in the past week. Granted, they've been U-Haul trailers towing nothing heavier than my Honda Silverwing and PC800, but it tows real well. A local shop (general repair but Miata club folks too) put it on for me, and told me when I picked it up that I was all set to tow a Miata to the track now.
