Has there been a rule change? I have never had one in my 4 cars of 2014-2017. They were cars that ran about 14.9 second drag times.
These are the only exemptions for slower than 11.49
We realize that the NHRA rulebook has a few issues when it comes to this event. The following rules may be ignored if your car runs slower than 11.49 E.T.:
Windows must be rolled up during drag runs (if you don't have windows, you'll be required to wear a full-face helmet).
Welded differentials prohibited.
Mandatory C-clip eliminators.
Partially excepted: Battery shutoff switches. Alternative construction and placement acceptable. Must remain within driver's and first responder's reach and be clearly labeled on the exterior of the vehicle.

Right and adding one is like $20 at Home Depot and 5 minutes of your time.
As someone who has had to use one at the challenge I wholeheartedly recommend bringing one. At least to the hotel.

Not that I disagree that a fire extinguisher is a good idea - where do the NHRA rules require a fire extinguisher?
I agree with John that a fire extinguisher has not been required at previous challenges.

Maybe it's an SCCA rule. I know my first year autocross was run by an SCCA club so maybe we had to have them then?
