I've considered moving up to a ZX3 with Duratec from Zetec equipped Escort ZX2. However, prices on these things seem to vary widely.

What is the going rate, or rather, what is a "too good to pass up" pricing on a Duratec ZX3 with under 140,000 miles?

I almost paid $3,000 for a silver ZX3 with the Duratec and 5-speed with 101,000. It was in great condition. I would have paid the full asking only someone else beat me to it

Just remember, you'll want to make sure the TSB for the license plate lights has been done.....otherwise the wiring harness gets a little melty.

Will the dealer handle this for free if it hasn't been done?

berkeley no.....FWIW, all hatchback focii suffer from the same problem. TSB's are just for non-recall issues that all manufacturers use to not have to pay for things that should have been fixed long before the vehicles were ever sold.

So what if it hasn't been done? Sorry, I've never heard of this issue before.

Fairly common in hatchbacks. Wiring breaks from flexing inside the harness cover where it goes from the hatch to the body. This link will show you where the problem is.

One factor that will affect pricing is which engine is in the car. Early Duratecs had the 2.3L, later one were 2.0L.
