The van/truck's headliner has been saggy since day 1 we got it. I have new material to glue on. The fabric pulled off but the foam stayed stuck. A putty knife, wire brush & shop vac? Obviously outside.

A few years ago I did  a Tahoe headliner and used a steel scraper amd a razor blade. I also laquer thinner ( very lightly) on a rag on the residue. A PITA job but it turned out well.   Take your time.

Big wire brush for most of it, then followed by 60 grit. 
As well as it was still stuck I'm thinking the 777 adhesive will stick to it without any primer or anything right?

Pressure washer ?

maybe get it wet to soften up the foam , let it sit wet  then blast it...

You should be good as long as the loose material is gone. 
 

I typically use a scrub brush to remove the foam.

As above, I use a scrub brush and the stage you are at is ready for spray77.
